Abstract

Agricultural decisions in Kazakhstan face uncertain weather, yields, commodity prices, and logistical bottlenecks. This paper develops a decision-support framework linking probabilistic forecasts to constrained optimization. Its core separates committed resource allocations, explicitly priced contingency reserves, and uncommitted capacity. Forecasting methods, potentially including machine learning, would be used to construct calibrated joint scenarios; a scenario-based stochastic optimization model would then select cropping and logistical decisions subject to resource limits and transparent downside-risk requirements. We specify the model, clarify the distinction between chance constraints and deterministic scenario reformulations, and provide a fully disclosed two-crop, three-scenario numerical illustration featuring a costed resource reserve. In the hypothetical example, a 90% joint-capacity reliability policy selects a reserve of 20 resource units, compared with zero for an unconstrained expected-return rule and 80 for a robust all-scenario rule; their respective objective values are 120, 124, and 108 normalized units. These figures are illustrative assumptions, not estimates for Kazakhstan or evidence of realized field performance. The paper presents testable hypotheses, data requirements, and an out-of-sample validation protocol. Its contribution is a reproducible, locally motivated conceptual integration, not a claimed deployment or empirically established superiority.
